“Certified-payroll-ready” isn’t a slogan — it’s a specific set of compliance steps that have to happen before a bid goes out, not after a contracting officer flags it. Here’s exactly what that work looks like.
1. Wage-determination review
Every public-works project carries a wage determination — federal (Davis-Bacon, via DOL) or state (California DIR, reissued twice a year on February 22 and August 22). We pull the determination for the project’s county and craft and map every task in the trade scope to its correct classification line. Using the wrong determination, or the wrong classification, is the single most common compliance failure on a first-time public-works bid.
2. Certified-payroll report structure
We build the report structure before payroll runs. Federally, that’s Form WH-347 (Statement of Compliance for Payroll), which carries separate fields for funded vs. unfunded fringe benefits and apprentice/journeyworker identification. In California, the underlying report is Form A-1-131, and contractors must submit electronic certified payrolls (eCPR) to DIR’s portal at least monthly.
3. Apprentice ratios & DAS filings (California)
CA public-works contracts above the statutory threshold in an apprenticeable trade require the contractor to employ apprentices, with DAS 140 and DAS 142 filed on set deadlines around contract award and apprentice dispatch. We verify the current threshold, filing windows and the trade’s journeyman-to-apprentice ratio against your crew plan before the bid goes out.
4. Registration gate
Before any CA public-works bid, we confirm the contractor’s Public Works Contractor Registration (PWCR) is active — required to bid or work public works in California, renewed every July. No active PWCR means no certified payroll can be submitted, and no legal presence on the job.
Why it’s worth the premium
Certified payroll is due on a fixed schedule after each pay date, federal funding on a project can trigger Davis-Bacon compliance for every contractor on it, and penalties for misclassification are assessed per violation and adjusted periodically. Deadlines, thresholds and penalty amounts change — we confirm the current figures with DIR or DOL for your specific project rather than working from memory. That exposure is what the compliance premium on a public-works bid is pricing against.
